This was a request to higher Soviet authorities, not evidence by itself that the requested territorial change took effect. Read with the June and July responses.
Russian transcription published by a research centre in 2026. The original signed act and its contemporary newspaper edition were not inspected; the 1988 act date is distinct from this republication.
