Official documentary edition reproducing Wilson’s boundary award of 22 November 1920 within a covering dispatch dated 24 November. A separate Library of Congress record provides the boundary map.
Context
The award, Wilson’s explanatory letter and the dispatch transmitting them are distinct components. Read enclosure 2 for the award. Its historical contents are separate from claims about present legal effect.
Verified 6 November 2026: FRUS document 949, enclosure 2 contains the decision; enclosure 1 is Wilson’s letter. The 22 November award date differs from the 24 November covering dispatch. The map is linked separately through Library of Congress item 80695244; Hayki does not host the text, map or a new Armenian translation.
