Blockchain for Digital Government
An Assessment of Pioneering Implementations in Public Services
This 2019 assessment draws on seven projects under development or in operation across Europe. It compares their functions, governance, usage, technical architecture, costs and benefits, distinguishing proofs of concept, pilots and operational services. The central finding is measured: the implementations show incremental improvements, while the transformative impact promised for government had not yet been demonstrated. Scaling remains constrained by technological maturity, legal compatibility and interoperability. This independent Armenian translation preserves the report’s historical findings and is not an official EU edition.
