Blockchain Use in Europe’s Public Sector
Landscape and Development Trends
This technical report from the European Commission’s Joint Research Centre examines 167 blockchain use cases in European national, regional and local public administrations. It covers the collection methodology, application types, service recipients, sectoral and geographical trends, EBSI and policy recommendations. More than half the cases were pilots; only 16% were fully developed, implemented and used in daily operations. Alongside potential benefits, the report preserves the authors’ findings on technical, organisational and legal challenges and the limits of the available evidence.

A complete, separate and independent Armenian edition of the 2022 report, with a new cover, layout and Armenian data-panel renditions. The subtitle is an editorial descriptor. Legislative proposals, participants and assessments retain their original historical context. The inventory is not presented as 167 successful operational services, and expected public value is not treated as measured causal impact. This independent translation does not imply endorsement by the European Commission, JRC or the original authors.
