"Hayk's Arrow" Armenian Strategic CenterMembership

Records

A sourced record of diplomacy, agreements, borders, connectivity and humanitarian measures.

Counting & sources

Counts cover this curated register. Each record has one primary topic and is counted once in the main chart. Multiple reports or translations of the same meeting do not create extra events. Gaps do not establish inactivity. Counts measure recorded developments, not the success of the peace process.

Official statements establish what the issuing body recorded or announced. They do not by themselves prove that every commitment was fulfilled. Event dates drive charts; later publication dates are retained separately. The register is selective and will need further additions.

December prisoner exchange begins

HumanitarianReported implementation

Humanitarian · Detainees

44 Armenians were transferred to Armenia; Azerbaijan listed 14 returnees.

Azerbaijan’s letter to UN mandate-holders records the 44-person transfer under the 14 December agreement. Its next-day list dates 12 servicemen and two civilians’ arrival in Baku to 14 December. These are party records, not UN findings about treatment.
