Delta–WB unmanned-system production agreement
ContractedOfficial report
WB Group announced a production contract in Georgia through its equally owned venture with Delta International.
Details and sources
The agreement covers reconnaissance systems, loitering munitions, training and maintenance. Its planned end-2022 deliveries are not treated here as confirmed deliveries.
Cumulative work reported as of May 2022; not individual completion dates
Aircraft overhaul programme reported
ReportedOfficial report
Georgia reported major repair or modernisation work on five Su-25s, four An-2s, three Mi-24s and three UH transport helicopters by May 2022.
Details and sources
The government performance report gives cumulative work figures as of May, not separate aircraft handover dates or a serviceability assessment. These are existing aircraft undergoing work, not new aircraft purchases.
As-of-May 2022 reporting milestone; first production date unresolved
GI-4 rifle production reported
ReportedOfficial report
The government’s June 2021–May 2022 performance report described GI-4 production at a Georgian–Israeli facility under DELTA.
Details and sources
The report says production started in 2022, while contemporary October 2021 coverage described an earlier factory and production launch. The original 2021 government text was not recovered in this pass. This row therefore dates the 2022 report, without claiming a definitive first-production day or verified annual output. DELTA’s migrated prototype/serial-production text lacks a reliable date and does not resolve the phases.
DELTA statute defines industrial and research mandate
AdoptedOfficial report
Ministerial order No.1120 approved DELTA’s statute, covering military and dual-use research, production and related economic activity.
Details and sources
The order was adopted on 28 September and published on 30 September 2013. DELTA’s mixed military/civilian remit means total institutional revenue cannot automatically be charted as arms output or defence exports.
Presidential decree No.1088 reorganised five research institutes and placed their successor entities under DELTA’s supervision.
Details and sources
The institutes cover physics and technology, optics, mining, mechanics, and metallurgy/materials. The decree is dated 30 December and was published 31 December 2010; it is not a five-factory production count.
Presidential decree No.394 created DELTA’s public-law legal entity, the basis of its modern institutional status.
Details and sources
The 2013 ministerial statute explicitly cites the founding decree and its date; DELTA’s own mission confirms its present status since 2005. This does not date the start of all underlying factories, some of which are older.
Dated developments extend from 1991 to 2026. National ministry-budget observations cover 2004–2026; the separate SIPRI series covers 1996–2025. Additional charts retain historical personnel estimates, legal post ceilings and spending shares. Government transfer returns describe annual reports, not unique shipments or current inventories; conflicting quantities and timing remain in the source details. Procurement approvals, plans, reported production and deliveries remain distinct. This is a selected reference, not a complete inventory or readiness assessment.
Method & coverage
This is a curated public-source reference, not a complete inventory. Each record identifies an event or publication date, implementation stage and evidence type; the detail explains which date is known. An official report establishes what the issuer said; a contract does not establish delivery, and delivery does not establish readiness. Unknown quantities remain unknown. Records count publications or developments, not weapons, personnel or military strength.
Official report
The issuing institution reports the event or figure; this is not independent corroboration.
Independently corroborated
Distinct independent evidence supports the specific recorded claim.
Estimate
A sourced estimate, with its method and limits retained.
Unresolved
The available evidence does not establish the specific point.
