National budget figures and the SIPRI statistical series can use different scopes and accounting bases. They are shown separately and must not be added together. Missing figures are not zero spending.
The national series covers Ministry of Defence organisational accounts for 2004–2026, not all functional defence or security expenditure. Initial approvals are available for 2006–2026; reported annual execution for 2004–2025, with changed year-end statutory plans shown separately from administrative adjusted plans. The 2004 government account is marked draft; the 2005 outturn is a later comparative in the original 2007 law. Original annual-report vintages are retained where later laws restate past years differently. The 2004 Internal Troops transfer changes scope. Exact report-release and revision-adoption dates are not established for every point; source-review dates are identified explicitly. USD conversion uses calendar-year average GEL/USD rates; 2026 remains provisional using the stated year-to-date average. SIPRI separately covers 1996–2025 and identifies adopted budgets, excluding military pensions; its 2003 figure may understate spending during political turmoil. These series must not be added. All USD values are nominal.
Published in current USD by SIPRI using the relevant year’s exchange rate; no second conversion applied.

Scope
Dated developments extend from 1991 to 2026. National ministry-budget observations cover 2004–2026; the separate SIPRI series covers 1996–2025. Additional charts retain historical personnel estimates, legal post ceilings and spending shares. Government transfer returns describe annual reports, not unique shipments or current inventories; conflicting quantities and timing remain in the source details. Procurement approvals, plans, reported production and deliveries remain distinct. This is a selected reference, not a complete inventory or readiness assessment.
Method & coverage
This is a curated public-source reference, not a complete inventory. Each record identifies an event or publication date, implementation stage and evidence type; the detail explains which date is known. An official report establishes what the issuer said; a contract does not establish delivery, and delivery does not establish readiness. Unknown quantities remain unknown. Records count publications or developments, not weapons, personnel or military strength.
Official report
The issuing institution reports the event or figure; this is not independent corroboration.
Independently corroborated
Distinct independent evidence supports the specific recorded claim.
Estimate
A sourced estimate, with its method and limits retained.
Unresolved
The available evidence does not establish the specific point.
