Why this monitor matters

This monitor documents changes affecting democratic checks, political competition and fundamental freedoms in Georgia. It attributes assessments to the institutions issuing them and records the authorities’ stated positions. Legal texts, observer findings, allegations and court decisions are distinguished. Reform steps and reversals are included when documented; event counts are not a democracy score.

Select topics to compare recorded developments, then open their dated records and sources. Switch between the current monthly view, historical records and the complete yearly chronology.

Counting & sources

This is a curated register, not an exhaustive count. Each event has one primary category and is counted once within this monitor. Repeated reports and translations do not create extra events. Shared developments may appear in related monitors and must not be added together as unique events. Counts measure recorded developments, not policy success or democratic quality. Gaps do not establish inactivity.

Official statements establish what the issuing body recorded or announced. They do not by themselves prove that every commitment was fulfilled. Event dates drive charts; later publication dates are retained separately. The register is selective and will need further additions.
