A dated record of TRIPP agreements, governance, implementation, financing and diplomacy.
Counting & sources
Each dated event is counted once in its primary category. Several clauses in one document, translated copies and repeated descriptions do not become additional events. A count measures documented activity, not completed projects or progress toward opening a route.
Event dates take precedence over publication dates. Signing, constitutional review, ratification, entry into force, company registration, spending and operational delivery require different evidence. Official reports are attributed to their issuing institutions. Undated facts and unresolved checks are not assigned invented chart dates.
The reviewed material does not establish an entry-into-force date, company registration, finalized corporate instruments, itemized TRIPP disbursements, construction commencement or route operation. This is a limit of the reviewed evidence, not proof that a step has not occurred.

Armenpress and Public Radio reported that parliament approved the Framework Agreement by 63 votes to 32.
The news reports agree on the date and result. The original adopted act and authenticated roll-call were not obtained in this review. This record is therefore labelled as a reported vote; it does not establish when the agreement entered into force, which requires a separate exchange of notes.
Mirzoyan presented the ratification bill to the National Assembly's plenary session.
The published speech records the presentation and says the company charter and shareholders' agreement still require agreement and adoption. This source does not establish the next day's reported vote or the exchange of entry-into-force notes.
DCC-1840 found the obligations in the signed Framework Agreement compatible with Armenia's Constitution.
The judgment is dated 15 September. It is constitutional clearance, not a parliamentary ratification act, an exchanged diplomatic note or an operating permit. Its own legal effect on publication must not be confused with the agreement's separate entry-into-force rule.
Framework Agreement referred to Constitutional Court
Documents & lawOfficial record
Ratification
The government's application for constitutional review was received by the Constitutional Court.
DCC-1840 records receipt on 17 July and government decision 1042-A of 16 July approving the ratification initiative and referral. The filing is a procedural stage, not the judgment or parliamentary adoption.
The Framework Agreement was signed by Rubio in Washington on 1 June and Mirzoyan in Yerevan on 4 June.
The single register event uses the date of the second signature and preserves the first signature in the description. The MFA said the parties would next complete the procedures needed for entry into force; signature is not recorded as ratification or effectiveness.

Frameworks
The published Armenia–US charter placed TRIPP and the August memoranda within a broader strategic partnership.
The charter identifies the 13 January Implementation Framework and calls itself an overarching framework for the three August memoranda. It also links the Gyumri–Kars railway to regional connectivity. These policy provisions do not establish completed railway work or TRIPP operational status.
The Armenian MFA published the proposed legal and corporate framework for TRIPP cooperation.
This publication is distinct from the June signatures. The text contemplates an initial 49-year term and a joint venture with 74% U.S. and 26% Armenian ownership, while retaining Armenian sovereignty and jurisdiction. Article 11 makes entry into force depend on the later note confirming completed internal procedures. Publication alone establishes neither entry into force nor company incorporation.
The governments announced the TRIPP Implementation Framework, expressly without legal commitments or obligations.
The Armenian webpage is dated 14 January. The later Framework Agreement and May strategic charter identify 13 January as the framework's date. Corporate arrangements, development rights and future project components described in this document are intentions rather than proof of completion.
The Washington declaration committed Armenia to develop the TRIPP framework with the United States and mutually determined third parties.
Paragraphs 3–4 address connectivity, sovereignty, jurisdiction and reciprocal benefits. The declaration is not evidence that a route opened or that a company was incorporated. The Armenian publication is dated 9 August; the document states it was signed on 8 August.
Armenia and the United States signed a memorandum on infrastructure, border-security capacity and investment cooperation.
The original text, published on 29 August, says it becomes operative at signing. It expressly creates no domestic or international legal rights or obligations, commits no funds and creates no legal entity. Its initial duration is one year, with three additional cooperation periods contemplated unless discontinued under its notice procedure.
