Hayk’s Arrow connects a vision for Armenia’s future with strategic thought and shared action. We believe that a strong, sovereign Armenian state and the security, dignity, freedom and prosperity of its people are inseparable. These values and principles form the common foundation of the Armenian Strategic Center, its Expert Network and its Leaders Network, and guide everyone participating in their work.
1. Armenian sovereignty and territorial integrity
We uphold the independence, sovereignty and territorial integrity of the Republic of Armenia within its internationally recognized borders. Decisions concerning Armenia’s future must rest with its people through legitimate constitutional institutions, free from external coercion. We support the protection of Armenia’s territory and population, capable national defense, and the peaceful settlement of disputes in accordance with international law. International partnerships must strengthen Armenia’s ability to make and carry out sovereign decisions.
2. Democratic statehood and the rule of law
We support a strong, capable and democratic Armenian state governed by its Constitution and the rule of law. Public institutions must protect rights, deliver essential services and act competently, transparently and in the public interest. We uphold free and fair elections, accountable government, an independent judiciary and the peaceful transfer of power. We reject corruption, arbitrary rule, political violence and the use of public authority for private or partisan advantage.
3. Human dignity, rights and freedom
We uphold the inherent dignity of every person, fundamental rights and freedoms, and equality before the law. Freedom of expression, conscience and association, together with protection from discrimination and arbitrary treatment, are essential to a secure and flourishing society. We understand national strength through people’s ability to live safely, think freely, participate meaningfully and build a dignified future. Public policy should expand those opportunities and protect people in vulnerable circumstances.
4. Shared responsibility across Armenia and the diaspora
We regard Armenia and the diaspora as interconnected parts of the Armenian nation, enriched by different experiences, traditions and perspectives. We seek lasting relationships through which Armenians can contribute knowledge, leadership, time and resources to shared goals. Cooperation must rest on mutual respect and an understanding of the circumstances of people living in Armenia and abroad. We respect each person’s citizenship and legal obligations and encourage contributions grounded in genuine commitment, competence and responsibility.
5. Armenian identity, language and cultural heritage
We are committed to sustaining and developing Armenian identity, language, culture and historical memory as living foundations of our collective future. We support education, cultural expression and the transmission of heritage across generations, while encouraging creativity and engagement with the wider world. We recognize the diversity of Armenian experiences and traditions and seek connections that strengthen our sense of belonging. Respect for Armenian identity goes together with respect for the dignity, cultures and histories of other peoples.
6. Peace, security and responsible international engagement
We support a durable peace founded on respect for sovereignty, territorial integrity, international law and human rights. We favor diplomacy, credible defense and mutually beneficial cooperation as complementary foundations of national security. We reject aggression, coercion, hatred toward peoples and the targeting of civilians. Responsible international engagement requires clear judgment about Armenia’s interests, the consequences of policy choices and the commitments necessary to protect human life and sustain peace.
7. Intellectual honesty and independent judgment
We pursue knowledge through evidence, sound reasoning and open examination of competing arguments. We distinguish facts from assumptions and interpretations, acknowledge uncertainty, and revise our conclusions when the evidence warrants it. We protect the freedom to ask difficult questions and challenge prevailing views, including our own. Shared principles provide a foundation for constructive disagreement; they do not prescribe identical research findings, political opinions or policy recommendations.
8. Integrity, transparency and accountability
We act honestly, honor our commitments and accept responsibility for our decisions, conduct and work. We disclose relevant affiliations, sources of support and conflicts of interest so that others can assess our contributions fairly. We protect confidential information, respect intellectual property and give proper credit to the work of others. We reject plagiarism, misrepresentation, concealed influence and the use of Hayk’s Arrow’s name or networks to secure improper personal advantage.
9. Respectful and constructive cooperation
We build cooperation through mutual respect, good faith and a willingness to listen. We welcome differences of background, belief, profession, generation and political outlook, while expecting everyone to uphold these shared principles. We challenge ideas through reasoned argument and address disagreements without harassment, intimidation, discrimination or personal attacks. Trust grows through fair treatment, reliable conduct and recognition of one another’s contributions.
10. Practical contribution and long-term public purpose
We seek to turn knowledge, leadership and cooperation into results that serve the public good. Our work should strengthen Armenia’s security, institutional capacity, economic resilience and human development, while deepening constructive connections among Armenians worldwide. We assess initiatives by their usefulness, feasibility and lasting value, use resources responsibly, and learn from both achievements and failures. Participation carries a commitment to contribute within one’s abilities and agreed responsibilities.
