Development & production

A 2014 paper by a TUSAŞ flight-mechanics engineer describes Pelikan as a fixed-wing test platform; the listed dimensions and mass refer to that study aircraft.[49]

The later MİLDAR cooperation release describes planned radar-development use. A planned test role is not converted into a completed delivery or a new first-flight date.[51]
