Tracks annual defence budgets, supplementary allocations and reported expenditure. Distinguishes planned funding from reported execution, with dates, currencies and sources so changes can be compared over time.

National budget figures and the SIPRI statistical series can use different scopes and accounting bases. They are shown separately and must not be added together. Missing figures are not zero spending.
Historical SIPRI observations only: 1994–2003 with gaps and an isolated, highly uncertain 2018 value. The workbook marks adopted budgets, not verified execution; its note saying information stops in 2003 conflicts with the 2018 cell. The ten existing USD amounts remain as published, with the official/unofficial exchange-rate warning. No comparable standalone defence total was identified in the checked 2017–2026 public budget laws, including the 2026 Uzbek original and its annex 5. A mixed “other organisations” amount is not a defence total. The separately recorded 2018 military-sector fund is one-off seed financing; it is not inserted into the annual national budget chart. US FMS/FMF financial case values are shown under partnerships, not added to military expenditure. Missing years are not zero.

Resolution PP-455 sets implementation arrangements and spending-control rules for the 2025 state budget.

A presidential resolution created a regional military-infrastructure fund with $12.39 Mn in one-off seed financing.
Details and sources
The original 4 August 2018 version of PP-3897 identifies 100 billion UZS from the republican budget free balance as of 1 January 2018. Regional additional revenues, deposit income and other lawful sources are also eligible. This is a narrow seed allocation for military-administrative sectors, not the annual Ministry of Defence budget, national military expenditure or evidence of payments made. It is not repeated in later years.

Scope
Expanded public-source history of legal foundations, forces, declared equipment transfers, industry and defence partnerships. Personnel estimates combine active military and qualifying paramilitary forces and stop in 2020. National budget laws checked for 2017–2026 do not identify a comparable standalone defence total. A 2018 regional fund is one-off financing, not the annual defence budget. SIPRI’s historical observations and US-funded or partner-funded sales cases remain separate measures. Official claims, intended purchases, contracts, displays and deliveries are distinguished. This is not a complete force inventory.
Method & coverage
This is a curated public-source reference, not a complete inventory. Each record identifies an event or publication date, implementation stage and evidence type; the detail explains which date is known. An official report establishes what the issuer said; a contract does not establish delivery, and delivery does not establish readiness. Unknown quantities remain unknown. Records count publications or developments, not weapons, personnel or military strength.
Official report
The issuing institution reports the event or figure; this is not independent corroboration.
Independently corroborated
Distinct independent evidence supports the specific recorded claim.
Estimate
A sourced estimate, with its method and limits retained.
Unresolved
The available evidence does not establish the specific point.
